Permanent Exclusions, Exclusion Panels and Independent Review Training

As Permanent Exclusions are usually rare, this is often an area in which schools can lack confidence and it is crucial that procedures are followed carefully in order that the correct decisions are made, at all stages in the exclusion process.  This course is intended to ensure Headteachers and other senior behaviour leads have confidence in their use of exclusion and present a strong, but fair, case to a Governors’ Exclusion Panel.

In addition, recent legislation states that Academies must ensure that all members of an Independent Review Panel and Clerks have received training within the two years prior to the date of the review. This training session will provide greater clarity to governing bodies and to Independent Review Panels on their duties when considering exclusion decisions.

 Objectives

 To identify what behaviours might justify a Permanent Exclusion

1. To support effective administration in preparing for an Exclusion Panel hearing
2. To detail the requirements of the primary legislation, regulations and statutory guidance governing exclusions
3. To develop an understanding of how the principles applicable in an application for judicial review relate to the panel’s decision making
4. To highlight the importance of observing procedural fairness and the rules of natural justice
5. To outline the roles of the Chair and the Clerks of an Exclusions Panel and a Review Panel
6. To explain the duties of Headteachers, Governing Bodies and the Panel under the Equality Act 2010
7. To highlight the effect of section 6 of the Human Rights Act 1998 and the need to act in a manner compatible with human rights protected by that Act.

Audience:  

Headteachers, behaviour leads, all Governors who may be involved in a Governor Disciplinary Panel meeting and Clerks to Governors.

 

Monitoring and Evaluation of Safeguarding for the Safeguarding Governor

Course Overview:

All Community Academies Trust Governing Bodies ensure that a Designated Safeguarding Governor is appointed to champion safeguarding and child protection across our schools.  Keeping Children Safe in Education, 2021, highlights the importance of the role of Governors in ensuring that the safeguarding policies, procedures and training provided for staff are effective and comply fully with the law. This is a crucial responsibility and it is important that Designated Safeguarding Governors fully understand their role in monitoring and enhancing effective practice in this area.

Objectives

To ensure safeguarding Governors have a greater understanding of:

• the latest legislation and DfE guidance on safeguarding children in schools;
• the expectations governors should have of best safeguarding practice in schools;
• key questions governors should be asking to hold schools to account;
• the strategies governors should consider in order to triangulate, assess and report findings;
• the range of safeguarding-related policies and their importance in whole school safeguarding.

Max 1 hour session, delivered by: Jo Howell, CAT Director of Safeguarding and Behaviour - pre reading of Keeping Children Safe in Education required.

Audience

This session is specifically for the Designated Safeguarding Governor who is either new to role or experienced and who is seeking to further develop their knowledge and skills in order to provide effective challenge to schools. This session is also open to Chairs and any other Governors who wish to develop their expertise in this area.
